On What Legal and Diplomatic Basis Does Turkey Maintain a Consular Presence in Hargeisa While Opposing the Recognition of Somaliland?

Turkey currently operates a Consulate General in the Sha’ab Area of Hargeisa. While this mission issues visas and facilitates business, Turkey’s higher-level diplomacy actively works against our national existence.

The Diplomatic Contradiction

  • The “Ankara Process”: Turkey has positioned itself as a mediator but has used the “Ankara Declaration” (Dec 2024/2025) to pressure partners to rescind recognition of Somaliland.
  • The Defense Pact: In February 2024, Turkey signed a 10-year maritime defense pact with the Mogadishu administration, granting Turkey the “right” to patrol waters that Mogadishu claims—including Somaliland’s sovereign coastline.
  • Leaked documents from the Hydrocarbon Exploration and Production Agreement (signed July 2024/April 2025) reveal that Turkey is entitled to 90% of the oil and gas revenue under a “cost petroleum” model.

National Security Risks: The “Spying” Blind Spot

The location of the Turkish Consulate is not just a diplomatic issue—it is a security breach.

  • Proximity to Power: Located in the  (Sha’ab Area), the consulate sits in the heart of Hargeisa’s administrative and intelligence hub.
  • Signals & Intelligence: Its proximity to sensitive national services allows for potential electronic surveillance and intelligence gathering on Somaliland’s internal communications.
  • Secretive Narrative Control: By maintaining this “secretive” presence, Turkey can gather internal data to feed into their pro-Mogadishu policy, undermining our national stability from within our own capital.

Three Necessary Outcomes

We demand that the relationship with Turkey be re-evaluated based on the following outcomes:

  1. Full Recognition: If the Republic of Türkiye wishes to fly its flag in our capital and enjoy our security, it must formally recognize the Republic of Somaliland as a sovereign state.
  2. Removal of the Consulate: If Turkey continues to lobby against our independence and sign maritime pacts that violate our borders, their mission has no place in Hargeisa.
  3. Strategic Relocation (The Middle Ground): At an absolute minimum, the Consulate must be immediately relocated away from the Sha’ab Area and all sensitive national intelligence and government facilities to mitigate spying risks.
